Building a house or other object in Serbia will require you to be aware of the prescribed procedures and the sequence of their implementation.

Considering that the article is in Russian and is read mainly by Russians, I would like to immediately warn that citizens of the Russian Federation can purchase a plot of land in Serbia only if there is a previously built residential building on it. If you are planning to purchase a plot, it is advisable to look for plots with a house (even if it is falling apart), but in populated areas. It is important that the house be listed - included in the list of insignificance, which can be requested by the plot number from any notary.

(!) If you plan to purchase a plot with a house not for reconstruction or development, but for living and obtaining a Serbian residence permit, then you need to buy a house that meets the requirements for obtaining a valid permit (a document confirming that you can live in the house).

Obtaining location conditions in Serbia for construction

It starts with the search and analysis of local construction requirements, which will require you to contact the appropriate office with an issuance of conditions and regulations for construction by location. Local clerk will ask you for statement and payment of a fee, and then will send you a document containing a frank copy-paste from the requirements posted on the Internet (no joke). Some requirements, such as "the roof must be sloping" can rack the brain due to the absence of a minimum angle and break your hopes for building a house with a flat, multifunctional roof, but the main attention should be focused on the mandatory setback of the future object from the lines of demarcation, neighboring buildings, as well as the septic tank and water-meter shaft. If primitive, then upon receipt of the requirements, a buildable spot on your site will significantly lose area. And if a sloping roof appears in the requirements, then you will have to think about how to deal with the number of storeys, ceiling heights, and floor construction thicknesses.

Development of an ideological solution

If primitive, then this is a kind of three-dimensional projection of your object with a potential location of it on the site, taking into account local requirements. Ordinary people turn to Serbian architectural bureaus, where experienced men and women ask you for your wishes and bill you based on the potential footage of the building. If you know how to create projects in AutoCAD or Revit, you will not have problems with the development of a conceptual solution, and if such difficulties occur, then it is better to slowly develop a project with a qualified specialist who understands you and can "lay straws" in terms of communications and equipment (for example, a boiler heating).

Let's say you have a conceptual solution in your hands and the future object clearly complies with local requirements, which include% of the area of the entire site, indents, number of storeys, height, etc., etc. Now it's up to the "small" - to obtain a building permit.

Development of an architectural solution

In fact, this is your sketch made by a specialist in accordance with the requirements for location, facade design, roofing, etc. and only a licensed specialist in Serbia - an architect, can do this. The development of an architectural solution, as I mentioned above, is a non-trivial task, requiring experience in related disciplines from a specialist. With a probability of 99%, the object will undergo changes in terms of the thickness of floors and walls, and this will happen under the influence of the efforts of the designer, whose duties will be charged with the development of the building in accordance with the seismic resistance of the building.
